 Vohra for maintaining vigil along frontiers

Jammu, Jan 27: Governor N N Vohra observed that adversary elements operating from across the borders have not given up their malicious resolve to disturb and destabilise our country and said that the Security Forces must maintain constant vigil along the frontiers. After hoisting the tri-colour at the State level function on the occasion of the 63rd Republic Day, at Maulana Azad Stadium, here on Thursday, the Governor said that the State Police, Central Police Organisations and the Army have continued to brave all odds to safeguard the territorial integrity of the State.
He said that their devotion and commitment has led to a progressive decline in infiltration from across the Line of Control and consequent reduction in terrorism related incidents.
He lauded the brave officers and men of the Security Forces and paid homage to the gallant soldiers who laid down their lives for the country.
Extending warm greetings and good wishes to the people of Jammu and Kashmir on the joyous occasion of the Republic Day, the Governor said that on this memorable day, we must pay homage to the great national leaders who made many sacrifices and carried out a prolonged struggle to secure freedom for our country.
The Governor said that in the past over six decades, despite serious challenges and constraints, our country has been able to achieve commendable progress in varied arenas. He said that, today, India stands out for the strength of its growing economy and for its vibrant democracy, which is the largest in the world. The Governor said that the disturbed situation in Jammu and Kashmir in the past years has adversely affected its growth and development. Nonetheless, the average annual growth rate and the year to year growth in tax collections have shown positive trends in the past four years.
The level of capital expenditure has also been progressively increasing and is of about Rs. 8,000 crore during the current financial year. He said that after the turmoil faced in the preceding three summers, the spurt of economic activity during 2011 clearly demonstrated that progress can be achieved only when normalcy prevails.
The stable environment during the past year attracted nearly one crore and twenty lakh pilgrims and tourists to visit the State, including over thirty two thousand foreigners.
Reiterating that development and growth can take place only in an environment of normalcy and peace, the Governor said that agitations and confrontations have already caused enormous human and economic losses and the recurring disruption of the educational system at all levels has done irreparable damage to the career prospects of our youth.
The Governor observed that the prolonged period of militancy adversely affected the development process and the generation of job opportunities which are required for absorbing the growing number of our qualified youth.
The State Government has launched a programme for enabling the unemployed youth to establish projects in identified sectors of the State economy. The Government of India have launched fully funded programmes under which about one and a half lakh youth of the State will be imparted training and skills to become employable in the private sector, across the country, over the next five years.
Referring to the arena of higher education, the Governor said that the State has seven Universities and two important technology training institutions. Two new Central Universities and over a hundred new colleges, ITIs and Polytechnics are presently in the process of getting established.
The Governor said that as per the last Census, the literacy rate has improved to 68 per cent adding, "high importance must be given to enhance the spread of literacy, devoting particular attention to the advancement of female literacy".
Side by side, the dropout rate at the Primary and Upper Primary levels and the number of "out of school" children must continue to be reduced till every child goes to school.
He said that sustained attention must be given to ensure the effective implementation of the various health schemes to secure progressive improvement in all the health indicators. Side by side, stringent measures must be taken to eliminate female foeticide for moving towards the restoration of gender balance, he said.
Referring to the Power sector, the Governor observed that the acute shortage of power has continued to adversely affect the economic development of the State.
The Governor said, "In the past years, the productivity of the Agriculture sector, which remains a vital element of the State's economy, has not increased at an optimum pace for a number of reasons.
The Governor observed that J&K is a large State. It is important that well planned projects are implemented on a time bound basis to provide safe drinking water and electricity to the villages and construction of roads and bridges to connect hamlets, particularly all the habitations in the remote and difficult areas of the State.
The Governor said that if the State administrative apparatus is to provide good governance and deal effectively with the obtaining problems and upcoming challenges it would be of vital importance to ensure transparency in functioning at all levels and complete accountability of both the elected and appointed elements of the Executive. All corrupt and unwholesome elements must be eradicated from the governmental machinery. For cleaning up the system it would be also necessary to ensure that the various statutory bodies and commissions which are established to serve as the watchdogs of the right of information, human rights, vigilance, accountability and anti-corruption are manned by persons known for their proven competence and unimpeachable integrity.
The Governor thanked the Government of India for its sustained interest in the early resolution of the various problems facing the State and for the abundant assistance which is being provided for rebuilding the State's economy and strengthening its infrastructure.

 Omar for making education accessible to poorer children

Jammu, Jan 27: Stating that the success of universalization of education lies in making it accessible to the children of poorer and down trodden sections of the society, Chief Minister, Omar Abdullah today stressed on ensuring hundred percent coverage of these children by educational institutions. "Affluent and resourceful people are in a position to impart education to their wards in high profile schools paying huge tuition and other fee. We have to focus on the children belonging to poorer sections providing them accessibility and facility to study and prove their talent", he said.
Omar added that the target group should also be those children whose parents could not attain education for poverty but are eager to educate their children and asked that the State Education Department and NGOs in the field to collectively work in this direction.
Addressing the Annual Day function of Naveen Sikhsha Kendra run by NGO 'Sawera' Society for the children of labour class and poorer sections at Channi Himmat here, Omar Abdullah said that the efforts of the NGO to impart free quality education to the children of these sections are encouraging and praise worthy.
The Chief Minister however, announced Rs 7.5 lakh grant for the society for setting up a modern computer lab in the School. He said government would extend all help to the institutions working for providing education to the children of weaker sections of the society.
He asked the Education Department to work out measures which would strengthen the NGO in its efforts to impart quality education to the boys and girls of poorer sections.
Omar said that his government has launched multi-faceted educational programme in the State where under accessibility of children living in far-flung areas and belonging to weaker sections is focused to help impart quality education to them at primary, secondary and higher levels. He said that the NGOs and other organizations in educational field could substantially supplement the efforts of the government by reaching out to this targeted group.
"At present merit rules the roost in all fields of life including education. No consideration of coming from backward area or belonging to poorer sections counts in getting admission in the higher education or obtaining employment", he said asking the school management to ensure quality education to the students enabling them to compete successfully at all levels. He also impressed for imparting moral education along with academic excellence.
Speaking on the occasion, Minister for School Education, Peerzada Mohammad Sayed said that the coalition government is marching ahead to attain hundred percent literacy coverage in the State.
"We have launched various schemes to reach out children all across the State in the education sector", he said referring to the liberal financial support being given by the Central Government to universalize education in the State.
The Education Minister announced free uniform and books for the students of the school.
Minister for Revenue, Raman Bhalla who is also MLA of the area said that government would extend all possible help to the school to grow and expand its educational activities.

JAMMU, JAN 27: Passport aspirants in the J&K State have a reason to be overjoyed as they shall be entitled to get their passports granted within one day from 1st April 2012. This information was provided by the Regional Passport Officer Jammu, AK Mangotra during an exclusive interview to the Greater Jammu Reporter here in Jammu today. According to the Regional Passport Officer, under an already existing Scheme the passport offices can be converted into Passport Seva Kendras to streamline the process of issuing the passports and for the said purpose the Department can resort to outsourcing of certain time consuming processes. Mangotra said that Regional Passport Office Jammu shall be brought under the purview of this scheme with effect from 1st April 2012 and for the said purpose the ground work has already begun.
Mangotra informed that the Department shall outsource the function of pre-verification to the nationally renowned Tata Consultancy Services (TCS). He said that the Passport Seva Kendra scheme envisages doing away with the handwritten application procedures by replacing the same exclusively with the online applications. However, in addition to the digital signatures the applicant shall also be required to put down his signatures physically.
As per the scheme there shall be a quick pre-verification process during which the incomplete application forms or the ones with certain discrepancies shall be rejected on the spot without wasting time in correspondence consuming days together as is happening under the prevailing procedure. The applications found in order by the pre-verification officers and the verification officers shall be forwarded to the Passport Granting Officer, who after making the applicant undergo biometric photo and finger print procedures shall grant the passport then and there, issuing a slip with the remarks: "PASSPORT GRANTED SUBJECT TO CLEAR POLICE VERIFICATION REPORT" Thus under this scheme the non-PVR cases shall get the passport within one hour. The Passport Officer however said that the rules and guidelines are subject to changes by the MOEA from time to time.
Regarding the ground work done for the project, the Passport Officer informed that the department shall provide space to Tata Consultancy Services (TCS) in its present office accommodation in Gandhinagar besides providing six employees of the Passport Office including 1 Assistant Passport Officer, 2 Granting Officers, 2 Verification Officers and a Pre- Verification officer. Tata Consultancy Services shall provide a customer friendly environment by introducing kiosk for snacks, cozy waiting area, pantry and a baby care area. Besides this it will also introduce the token system which would be time specific in each case so that there is no unnecessary loss of precious time of the passport seekers.
Thus the new system classifies the passport seekers into two categories i.e. the Police Verification Report (PVR) cases and the non PVR cases. The non PVR applicants shall get the passport within one hour but in PVR cases the passport granted shall be operational subjected to the receipt of clear PVR. In any case the scheme being implemented from 1st April 2012 shall definitely bring smiles on the faces of passport seekers with an entirely new facelift of the front office to be managed by TCS with much needed facilities and comfort that too at no extra cost. The Regional Passport Officer said that this is an effort to make the passport seeking process more simple as well as quicker for which the department has come under fire from the passport seekers several times.

 PDP expanding constituency in Jammu province

JAMMU, JAN 27: The PDP has been able to create for itself a stable constituency in Kashmir and its support-base is expanding there by the day. The party leadership has been able to galvanize Kashmiri public opinion in its favour. There is no doubt that the PDP would make the NC bite dust in the elections, as and when held. The PDP patron and former J&K Chief Minister Mufti Mohammad Sayeed does make a point when he says that the PDP has become a credible alternative to the NC, the premier political organization of Kashmir. Indeed, PDP has become a credible alternative to the NC.
As for Ladakh and Jammu, it cannot be said that the PDP has a similar and strong support-base in these two regions, which return to the assembly 41 members. Though founded in July 1999, the PDP has not been able to capture even a single seat out of four in Ladakh. In Jammu, it could capture two seats in 2008, as against nil in 2002. It could not capture even R S Pura seat from where the Mufti had won years ago the assembly election for the first time as a Congress candidate.
There are reasons which have not helped the PDP to create a constituency in Jammu province. For example, Jammu politics is different from that of Kashmir. Jammu stands for politics which is the negation of what the Kashmiri leaders stand for. There is absolutely nothing which is common in the political perceptions of the Kashmiri leadership and the people of Kashmir. The fact is that Kashmir and Jammu represent two strands. The PDP has to take cognizance of this aspect if it really wishes to create for itself a strong and stable constituency in Jammu province. In other words, it has to redesign its self-rule formulation and reassure that it would see to it that no central law/no central institution is withdrawn from the state, that it would accelerate the process of political and constitutional integration with New Delhi, that it would not allow Pakistan to poke its dirty nose in the internal affairs of the state and that it would work for the establishment of a polity that is state-centric, as opposed to the Valley-centric. The PDP leadership has to do it to establish rapport with the Jammu constituency. There is no other alternative to it.
Another thing the PDP leadership needs to do is to reassure the people of Jammu province that they are constitutionally and politically entitled to a meaningful autonomy within the Indian Constitution and not a semblance of autonomy within the autonomous state, as is being suggested by it, the NC and similar other formations, including the CPI-M. The people of Jammu province want a politico-constitutional and administrative system that caters to all of their needs without any interference from any quarter. Besides, an overwhelming majority of the people of Jammu province are against any such suggestion that is designed to divide Jammu province on communal lines or along the River Chenab. They want the unity and integrity of Jammu province to be maintained at any cost. They want Hindus, Muslims and Sikhs to live together in harmony as today. Besides they long for a secular and democratic dispensation, as against a dispensation that is regressive, communal and discriminatory.
These are some of the areas the PDP needs to work to establish rapport with and influence the people of Jammu province. This is a must considering the fact that the NC has lost its hold over its Jammu constituency by pursuing a policy it has been pursuing for decades taking into consideration the interests of a particular segment of Kashmiri society alone.

  Ishar assumes charge as Jammu University VC

JAMMU, JAN 27: Dr. Mohan Pal Singh Ishar today took over as new Vice-Chancellor of University of Jammu at a function here. Dr Ishar replaced outgoing VC Professor Varun Sahni. After handing over the charge to Dr Ishar, the outgoing VC Prof Sahni thanked the university fraternity for support in making the University of Jammu as "one of the premier institutions of the world". Meanwhile Dr Ishar in his address said, "I had visited the campus after 33 years and being in my hometown, it will be an honour for me to bring more reformation and changes in the field of education."
"Carrying forward the good endeavour of my previous counterparts will remain my priority vis-à-vis good and healthy functioning in the interest and betterment of the institution."
Prof Sahani with his wife welcome Dr Ishar and his family at the administrative block of the university campus this afternoon where the entire university fraternity gave a rousing reception to both of them.
Sahni asked the university fraternity to extend their full support and cooperation to Dr Ishar.

Youth stabs girlfriend, commits suicide

Jammu, Jan 27: A youth today allegedly stabbed himself to death after injuring his girlfriend by attacking her with a sharp-edged weapon in Jammu and Kashmir's Samba district, police said.
Raj Kumar, 22, stabbed himself to death and critically injured her 17-year-old girlfriend by attacking her with a sharp-edged weapon in Saror village of Bari Brahamana belt, they said.
The girl was rushed to a nearby hospital. In a statement given to police, she said Raj stabbed her and committed suicide.
The police are investigating the reason behind the youth committing the crime.
Meanwhile SSP Samba Israr Khan along with team of experts rushed to the spot to personally assess the situation.

Minor raped, accused arrested

Jammu: One person was today arrested for allegedly raping a minor in city outskirts of this winter capital, police here said.
"The accused identified as Rakesh Kumar, 24, resident of Chuadhi was arrested this morning for allegedly raping an eight-year-old labourer girl, resident of Chattarpur, Madhya Pradesh," police here said.
Police said that the girl had gone to collect fire wood in the nearby jungle in Chuadhi area last evening when accuse overpowered her and outraged her modesty.
"Accused fled away from the spot leaving the victim in unconscious condition," police said and added that she was shifted to the hospital by the family members.
"After medical examination, the statement of the victim was noted following which police party swung into action and the accused was arrested this morning from Chuadhi area," police said.
Accused is a bus conductor while a case under FIR number 11 under section 376 of RPC has been registered and investigations are in progress.
The arrests were made by the PP in-charge Sanik Colony, SHO Channi Himmat Gurmeet Singh under the supervision of SDPO East and SP South Rajeshwar Singh.

SHO attached for dereliction of duty

Jammu: A police officer of Sub-Inspector rank was today attached for dereliction of duty in the winter capital of the state.
According to the sources, SSP Jammu Prabhat Singh today attached Station House Officer of Gangyal Police Station Jai Pal Sharma for remaining absent from duty on Republic Day.
"The cop was found absent by the senior police officers while they were on surprise visit in view of security arrangements for Republic Day celebrations," source said.

Woman kills self, poisons daughters

Jammu: A woman allegedly committed suicide and poisoned her daughters in bordering Poonch district of Jammu and Kashmir.
"The woman identified as Jamila Bi, 35, poisoned her two daughters -- Parveen Akhtar (10) and Iram Sallem (4) this afternoon at her house in village Gauntrian of district Poonch," police sources here said.
The bodies were recovered from the house they said adding that no reason was ascertained behind taking the extreme step.
A case has been registered and investigations are in progress.

The 'At Home' was also attended by Lt. Gen. K. T. Parnaik, Army Commander, Northern Command, and senior Civil, Police and Security Forces officers, Vice Chancellors, media persons and prominent citizens from all walks of life.
The Governor and Mrs. Usha Vohra, First Lady, interacted with the invitees and exchanged Republic Day greetings and pleasantries with them.

 

 'SaMaPa Aalap' begins today

JAMMU, JAN 27: Sopori Academy of Music and Performing Arts is organising the 7th Annual 'SaMaPa Aalap' Festival beginning here on 28th Jan and ending on 13th Feb. The 17-day long event is a premier classical, sufi and folk musical bonanza for the music lovers of the Jammu and Kashmir State. The cultural feast has been conceived by the eminent Santoor maestro and composer Abhay Rustum Sopori.
'SaMaPa Aalap Festival 2012' is being presented by SaMaPa in collaboration with "Shri Mata Vaishno Devi Shrine Board' and will commence tomorrow with more than 30 presentations at 20 different venues. Concerts will also be held in the Border areas like Khour, RS Pura, Rajouri, Poonch etc.

Mobilize resources to minimize road mishaps: HC

JAMMU, JAN 27: House Committee (HC) of Legislative Assembly constituted to look into the causes of frequent road accident on Batote-Kishtwar road and to suggest measures for prevention of such accidents in future, today suggested for mobilizing respective agencies so that the occurrence of such incidents is reduced to minimum in future.
Committee, which met here under the Chairmanship of MLA, Kulgam MY Tarigami stressed upon the officers of police, SRTC, Motor Vehicle, Traffic, R&B, BEACON, Health departments and other organizations to work in unison and come up to the aspirations of people.
Threadbare discussion was held on the suggestions put-forth by the various organizations. The Committee also discussed reports related to the absence of records pertaining to driving license issued by ARTO Doda-Udhampur.
Committee members Mohammad Sharief Niaz, Abdul Majid Wani, Vikar Rasool Wani and Naresh Kumar Gupta observed that spurt in road mishaps in these areas is primarily due to over loading, lack of driving skills, mechanical fitness of vehicles, driving by persons without valid license, defective roads, lack of parapet-walls, crash barriers and absence of glow signs.
Committee observed that nothing could compensate human life, adding that Government was duty bound to promote safety and security of its citizens on priority. The Committee also observed that Inspectors and ARTOs should be well trained in specific cadre.
Earlier, Principal Secretary Home, BR Sharma and Director General of Police Kuldeep Khoda briefed the Committee about the measures taken in improving to minimize road mishaps.
Later, Commissioner Secretary Transport, Pardeep Gupta conducted power point presentation regarding steps taken by the Government for prevention of road accident.

 

Better drainage system soon in Srinagar, Jammu: EC

JAMMU, JAN 27: Estimates Committee (EC) of Legislative Assembly today suggested formulation of comprehensive policy of prospective planning and type design so that sewerage and drainage system in twin cities of Srinagar and Jammu are made on scientific lines.
Committee, which met here, under the chairmanship of MLA GM Saroori discussed and reviewed the functioning of H&UDD. The Committee also discussed in detail the conservation of Dal project.
Committee directed the Housing and Urban Development (H&UD) Department authorities' for its adoption and consideration.
Committee members Dr Mustafa Kamal, AR Veeri, Ashok Khajuria, Choudhary Zulfikar Ali, Indu Pawar and Murtaza Ahmed Khan also stressed upon the concerned officers for proper maintenance of street lights.
Discussing the activities of Jammu Urban Development Agencies (JUDA), LA Penal directed the concerned to implement the guidelines of JUDA in letter and spirit so that the benefits percolated to the deserving.
Discussing the developmental works of JMC, Committee directed them to furnish a detailed expenditure incurred for the development of Sidhra area to the Committee in its next meeting. Highlighting the achievements registered under the Dal Project, it was informed in the meeting that out of 5 Sewage Treatment Plant (STPs), 3 STPs Lam, Hazratbal and Habbak were completed and 2 STPs Barinambal and Nallah AmbirKhan are nearing completion and would be commissioned soon. It was stated that these STPs will help to plug the contaminated water into Dal.

 

Shun social evils, help in building healthy society: Sham

AKHNOOR, JAN 27: As a part of Republic Day celebrations, an impressive function was held at Government Higher Secondary School, Jourian today.
Minister for Health, Horticulture and Floriculture, Sham Lal Sharma, who was chief guest on the occasion, unfurled the tri-colour and took salute at the impressive march past presented by the smart contingents of NCC cadets and school children.
Hundreds of students from different schools of the adjoining localities, Sarpanchs, Panchs, prominent personalities, sectoral officers of various departments, army officials, parents and large number of people were present on the occasion.
Greeting the people on this auspicious occasion, Minister said that this day is special for each Indian and it reminds us about the numerous sacrifices made by our forefathers for attaining the independence of nation and democratic set up, after long struggle. He asked each one to uphold the dignity, sovereignty of the nation and strengthening the bonds of communal harmony and mutual brotherhood for which our great leaders made sacrifices.
Conveying special message to the younger generation to take pledge to keep away from the evils like smoking, alcoholism, drug addiction and various types of other abuses, Minister said that these anti-social and anti-mankind ills are eating the vitals of the society. He asked the youth to make a united fight against such evils and make the society healthy, prosperous. He also asked the youth to spread awareness among the general masses about the dreaded diseases like HIV/AIDS, Cancer, female foeticide and above all corruption, which is root cause of uncertainty in the society.
Maintaining that teachers and parents have greater responsibility to nurture the younger generation in positive direction, he said youth is the future of the nation and they need to be guided properly about the challenges ahead.
He stressed for instilling the sense of responsibility, discipline and their duties towards the society as well as nation. The rich ethos of our composite culture are the strong basis for strengthening the society and need of the hour is to promote these principles for the better future and all round development of the nation, he asserted.
The students presented colourful bonanza of cultural items based on national integration, patriotism and social evils, which enthralled the audience.

 

IT Department celebrates Republic Day

JAMMU, JAN 27: In order to celebrate the 63rd Republic Day of India, a colourful function was held in Aayakar Bhawan at Panama Chowk in Jammu.
The function started with the hoisting of National Flag by Commissioner of Income Tax, Jammu and Kashmir Ravi Sarangal.
Mahavir Singh, Joint Commissioner of Income Tax, Jammu presented the welcome address. The function was attended by officers/officials of the Department including retired officers and officials, representatives of Chartered Accountants, Advocates, leading tax payers and representatives of various trade associations.
A cultural programme was also organised on the occasion in which officers and officials of the department including their children took part. The function was also marked by the presence of Harmony Musical Group which bedecked the function with patriotic and religious presentations.
On the occasion mementos were presented by the Commissioner of Income Tax to the participants, representatives of Bar Association, Chartered Accountants and leading tax payers.
Meanwhile, similar functions were also held in the Income Tax Offices at Srinagar, Anantnag, Udhampur and Kathua where National Flag was hoisted by the respective Officers Incharge of these stations.

 

Bail granted to accused obtaining loan on fake documents

JAMMU, JAN 27: Vacation Judge of J&K High Court at its Jammu Wing, Justice JP Singh has granted bail to Balbir Singh, s/o Rachpal Singh; Krishan Singh, s/o Balbir Singh and Sanjay Manhas, s/o Balbir Singh, all R/o Ghou Manhasa tehsil Jammu who are allegedly involved in obtaining Loan from the ADB of State Bank of India on fake and fictitious documents.
According to the Crime Branch Case, a written complaint lodged by Kuldeep Singh and Raghubir Singh, sons of Suraj Karan Singh, R/o Ghou Manhasa was received in Crime Branch, Jammu alleging therein that one Balbir Singh, s/o Rashpal Singh and his sons Krishan Singh and Sanjay Singh had obtained a loan amounting to R 3,00,000/- in the name of Sanjay Singh from ADB State Bank of India, Canal Road, Jammu by executing a mortgage deed prepared on the basis of fake/ fictitious jamabandi for the year 1957-58 and Shajra-aks pertaining to land measuring 10 kanals falling in Khasra No.1249 situated at village Ghou Manhasa, tehsil Jammu. The land under Khasra No.1249 measuring 60 kanals is exclusively in possession of complainants. One more mortgage deed was also executed by said Balbir Singh and his sons by illegally preparing /fabricating fard Intkhab, Jamabandi and site plan for the year 1957-58 pertaining to land measuring 10 kanals falling in Khasra No.1248 situated in the same village. On receipt of this complaint, an enquiry was initiated by Crime Branch, Jammu and during the course of enquiry, it was found that the accused persons had raised a loan from ADB State Bank of India, Canal Road, Jammu by executing a mortgage deed on the basis of fake/fictitious documents of land which was not in their possession and subsequently they did not liquidate the loan also. During the course of enquiry, prima facie, offences u/s 420,465,468,471 RPC have been made out against the accused persons. Accordingly, a formal case has been registered in Police Station Crime Branch, Jammu against the accused persons on 19.12.11 and investigation of the case entrusted to SI Farooq Ahmed, but he has not conducted the investigation. Later the investigation has been entrusted the present Investigation Officer, who during the course of investigation seized the enquiry file produced by MHC Police Station Crime Branch, Jammu and the investigation is at a very initial stage and in order to proceed further, the arrest of the accused persons is required besides completing other legal formalities.
Justice JP Singh after hearing Sr. Advocate Sunil Sethi with Advocate Abdul Hafeez appearing for the petitioner besides Deputy Advocate General BR Chandan for the state ordered that in the event of petitioner's arrest in the case registered against them by the Crime Branch Jammu u/s 420/465/471 RPC, they shall be released on bail on furnishing personal and surety bond in the amount of R 10,000 each and they shall appear before the Investigating Officer as and when so required. HC suspends sentence, grants bail to ADE Northern Rly

JAMMU, JAN 27: Vacation Judge of J&K High Court at its Jammu Wing, Justice JP Singh today suspended the sentence imposed by the Special Judge Anticorruption (CBI Cases J&K Jammu) and accordingly admitted on bail Ashok Kumar Sanyal, Assistant Divisional Engineer Northern Railway Jammu on his furnishing personal and surety bond to the tune of R 20,000 to the satisfaction of the Special Judge. Court further ordered that the release of appellant shall, however be subject to deposit of fine of R 10,000 with the Special Judge.
This order has been issued in a criminal appeal filed by through Advocate BS Slathia on various grounds. Court admitted the criminal appeal to hearing and issued notice to the respondents. Advocate JA Hamal accepted notice for CBI Jammu and the Court observed that keeping in view the issues that appellant's counsel raised while challenging the applicant's conviction and sentence on various facts, it is considered appropriate to suspend the appellant's sentence imposed by the Trial Court. Court suspended the sentence and granted bail to the convict.
According to the CBI case on April 1, 2005 one Gurvinder Singh filed a written complaint with CBI Jammu with the allegations that the accused Ashok Kumar Sanyal, Assistant Divisional Engineer Northern Railway Jammu, had refused to clear his running bills unless the complainant paid a bribe of R 20,000/- as commission for an old bill cleared and approved by the accused earlier. This led to registration of case under FIR for offence under section 161 RPC and 5(2) read with 5(1) (d) of J&K PC Act 2006 after verification of complaint by Inspector P.S. Jamwal. The investigation was entrusted to Dy. SP Permodh Mudbatkal. A trap team was constituted by the CBI and laid trap and caught red-handed while accepting bribe amount. After completion of the investigation CBI presented challan against the accused. Special Judge Anticorruption CBI Cases on January 24, 2012 awarded one year's rigorous imprisonment and a fine of R 10,000/-. (JNF)

 

NPSU accuses Tehsildar Akhnoor of not issuing domicile certificates

JAMMU, JAN 27: Raising the problems faced by job aspirants hailing from Akhnoor Tehsil in getting the domicile certificates, Virender Singh, President NPSU JU Unit today demanded that the same should be issued for the benefit of the local youth. This was stated by the NPSU President during a press conference held at University of Jammu Campus.
Virender said that a domicile/residence certificate is generally issued to prove that the person having the certificate is a resident of the State by which the certificate is being issued.
This certificate is required as proof of residence to avail domicile/resident quotas in educational institutions and in the Government service, as also in case of jobs where local residents are preferred, he added.
He further told the reporters that Sub-Divisional Magistrate/ Tehsildar /Revenue Department/District Collector or any other authority as specified in the State of residence issues these certificates but unfortunately concerned Tehsildar of Akhnoor Tehsil is not issuing domicile certificates due to which youth is facing lot of hardships in getting concessions.
He informed that the domicile certificate facilitates relaxation in the age upto 5 years in the recruitment in paramilitary forces in five states including Jammu and Kashmir State also but due to callous attitude of the concerned Tehsildar youth of the Akhnoor tehsil is suffering a lot.
He appealed to the concerned authorities to intervene in the matter so that the grievances of the youth of said area should be addressed.
He warned that if the concerned authorities failed to address the grievances NPSU will be forced to launch an agitation against the concerned authorities.

 

IAF evacuates snow-trapped in Kishtwar

Jammu, Jan 27 : The Indian Air Force (IAF) Friday rushed to evacuate as many snow-trapped people as possible from remote areas of the Jammu region before it starts raining or snowing again.
A defence spokesperson said 108 adults and 13 children have so far been rescued since the IAF started the evacuation operation Wednesday.
He said over 300 people were trapped in an inaccessible mountainous area that recently experienced heavy snowfall which cut off many villages like Sondar, Dachan, Marwah, Nawapachi and Warwan from the rest of the state.
"These villages do not have road connectivity. The people have to trek long distances to go to their villages," the spokesperson said.
The operation, being carried out by a helicopter unit of the IAF under the leadership of Wing Commander Anurag Kumar, was suspended Thursday due to severe snow blowing in Nawapachi, Inchan area in Kishtwar district.
It takes minimum three to four days of difficult trek on foot to reach most of the cut-off villages.
The IAF spokesperson said visibility was very low and the temperature was also 5-6 degrees Celsius below the freezing point.
Said Mohammad Abbas of Marwah who was airlifted by the IAF along with his family, "We were stranded there for two weeks."

 

Yousuf case: Bedi Commission to meet on Feb 2

Jammu, Jan 27 : Justice Bedi Commission of Inquiry, probing the custodial death of National Conference worker Syed Mohammad Yousuf, will meet next week on February 2 in Srinagar to deliberate the general public's statements related to the case.
"The Commission of Inquiry (COI) will meet at Hari Niwas in Srinagar summer capital on February two," Secretary to the Commission of Inquiry, Jaffar Hussain Beg, said in a notification here today. The Commission, which had earlier asked the people to submit any knowledge of the facts of the case in the form of an affidavit by January 27, has now extended the date to January 31 in view of bad weather conditions.
The state government had on November 18 appointed retired Supreme Court judge H S Bedi as the head of the one-man commission to probe into the death of 61-year-old Yousuf in police custody. The Commission has been asked to complete its probe within six weeks. Yousuf, an NC worker from south Kashmir's Anantnag district, died allegedly in police custody on September 29 after two fellow party workers had accused him of taking R1.18 crore from them for getting them berths in the Legislative Council.
The death of Yousuf had triggered a political controversy in Jammu and Kashmir.

Overall the Corps have been conferred with Ashok Chakra, two Kirti Chakras, one Uttam Yudh Seva Medal (UYSM), three Ati Vishisht Seva Medals(AVSM), six Shaurya Chakras, four Yudh Seva Medals (YSM), 40 Sena Medals (SM) for Gallantry, nine Sena Medals(Distinguished) and 14 Vishisht Seva Medals(VSM).
The Nation's highest peace time gallantry award the 'ASHOK CHAKRA' has been conferred posthumously on Lt Navdeep Singh while Lt Susheel Khajuria (posthumously) and Lt Col KD Singh have received the coveted 'Kirti Chakra'. The award winners have been conferred these medals for recognition of their valour, courage, exceptional devotion to duty and meritorious service.
Three General Officers, Maj Gen Gurdeep Singh, GOC CIF (V), Maj Gen RV Thodge, GOC,CIF(K) and Maj Gen SK Chakravorty, GOC 28 Inf Div have been awarded the Ati Vishisht Seva Medal(AVSM).

 

60 Mumbai media students visit Natrang, watch Ghumayee

JAMMU, JAN 27: Sixty mass communication and journalism students from Mumbai University today visited Natrang Studio Theatre and interacted with its Director Balwant Thakur.
The students from famous Wilson College, Mumbai are on a tour to J&K to have a close interaction with the life and people here. During their visit to Natrang, they were shown Internationally acclaimed Dogri play 'Ghumayee,' written and directed by Balwant Thakur which was followed by an interactive workshop conducted by Sumeet Sharma.
Earlier, Natrang Director Balwant Thakur presented a brief about the twenty-eight years journey of Natrang and its struggle in establishing Jammu as an ultimate destination of theatre in the country. Through the presentation of the play, they were exposed to the cultural traditions of Jammu and they also had a glimpse of new innovative and creative work being produced in this part of the country. They were amazed to see the new indigenous theatre methodology being evolved by Natrang.

 

`Maintain liaison for success of Saakshar Bharat Mission'

UDHAMPUR, JAN 27: Keeping in view the implementation of Saakshar Bharat Mission (SBM) in Udhampur district, the District Development Commissioner, P.K. Pole held a threadbare discussion with officers of Education department here today.
Joint Director Planning, Udhampur, Chief Education Officer, Principal District Institute of Education and Training(DIET), Kud-Udhampur, Zonal Education Officers of the district, Principals and Headmasters of different educational institutions were present in the meeting.
Various issues pertaining to the successful implementation of the mission in the district which mainly include requirement of primers (books), identification and selection of contractual Coordinators and Preraks, identification of Adult Education Centres were discussed during the meeting .
Speaking on the occasion, the District Development Commissioner, who is also the Chairman Zila Lok Shiksha Samiti, Udhampur called upon the principal DIET (Member Secretary), Chief Education Officer ( Member Coordinator) and Zonal Education Officers to work in close coordination so that the Saakshar Bharat Abhiyan is implemented at the earliest.
The meeting was informed that of 408 Preraks would be engaged for Lok Shiksha Kendra at Panchayat level in district Udhampur under the mission of which at least 50 per cent quota would be kept reserved for females similarly one district level and seven block level coordinators would be engaged on contractual basis. The engagement of the Preraks and coordinators would be temporary purely on honorarium basis and applicant shall not claim for regularization, the meeting further told.
Saakshar Bharat Mission, an offshoot of the National Literacy Mission (NLM), is a centrally sponsored scheme of the HRD Ministry's Department of School Education and Literacy (DSEL). It was launched in September 2009 and aims to promote and strengthen Adult Education, especially women.

 

Prithvi Sharma's Dogri play "Kish Kariye Daso" staged

JAMMU, JAN 27: In the ongoing Friday theatre series, Nav Durga Kala Manch (NDKM) staged Prithvi Sharma's Dogri Play "Kish Kariye Daso" at Performing Art Studio here this evening. The play was directed by Aaditya Bhanu.
The play was based on the burning issue of unemployment. The story revolved around educated unemployed youth who were dreaming of white collar jobs despite suggestions of a seasoned tea stall owner that instead of hunting for higher posts and authority they should take up whatever employment comes their way.
Initially the youth resisted to his suggestions, but as soon as they come across the story of the tea stall owner in question, the youth realized their folly of having chased unrealistic dreams.
After failing to fulfill their dreams, these youth finally joined the tea stall owner which earlier used to be their central point during their job hunting exercise. Speaking on the occasion, Director, Nav Durga Kala Manch, Aaditya Bhanu, appreciated the efforts of young writer and actors who heartedly enacted their respective characters with full ease.
Prithvi Sharma, Kamaljeet and Tarun Sharma acted beautifully while make-up was done by Reetu Manhas. Dilshad Shazi handled sounds department and lights were executed by Kannav Chopra. The presentation was done by Sakshi Dogra.

 

ITBP Jawans celebrate R-Day

Leh, Jan 27: ITBP celebrated the 63rd Republic Day with great enthusiasm and fanfare at their Sector Headquarter Choklamsar. On the occasion, a ceremonial Guard of Honour was presented on the parade ground of 5 ITBP.
I S Duhan, Commandant (Officiating DIG, SHQ Ladakh) hoisted the National Flag.
Speaking on the occasion, he appraised the troops about the background of the Indian constitution. He motivated the troops and reminds them the oath taken by a soldier to uphold the constitution under all circumstances. HIMVEERS have always kept the ITBP flag high by following the motto of the force- Shaurya- Dridta- Karmanishtha, he added. His speech infused 'Josh' in troops and jawans were in high spirits after the address.
ITBP is deployed on the borders of Tibet in Northern and Eastern parts. The force has grown rapidly in the last 5 years. The expansion of the force is still going on. The character of ITBP being the pure mountain force has undergone transformation. Now the ITBP is having deployment all over the country. The force has provided two Bn for disaster management. ITBP is also deployed in naxal areas and for VIP security. The contingents of ITBP are also deployed for security of embassy in Afghanistan and UN peace mission in Congo. The security of BRO during the construction of 218 kms Zaranj-Delaram road in Afghanistan is a landmark in the history of force. ITBP have produced many mountaineers who have scaled Mt. Everest and a lot of virgin and non-virgin peaks. SHQ (LDK) units have taken up a lot of works in border areas under Border Area Development Programme. ITBP was runners up in the recently held CEC Ice hockey tournament at Leh.
The Ex-servicemen of ITBP and various key personnel from local administration were also invited on the occasion. Duhan also paid homage to martyrs at the memorial before hoisting the National Flag.

KISHTWAR: 63rd Republic Day was celebrated in Kishtwar district with traditional gaiety and fervor. Main functions was held at the Helipad site in the Chowgon grounds where the Minister for Higher Education, Labour and Employment, Abdul Gani Malik unfurled the National Flag and took salute at the March past by the contingents of CRPF, CISF, JKAP, JKP, Forest Protection Force, NCC cadets and students of different institutions.
Addressing the gathering, Minister paid rich tributes to the freedom fighters and highlighted their contribution for attaining freedom to India from British. KARGIL: Despite immense cold and freezing temperature, Republic Day was celebrated in Kargil District with patriotic fervor and gaiety.
Chairman and Chief Executive Councillor, LAHDC Kargil, Kacho Ahmed Ali Khan hoisted the national flag at Khree Sultan Chow Sports Stadium Bemathang and took salute at an impressive March Past comprising of contingents of Jammu and Kashmir Police, NCC, Army and Civil Band Party and troupes of Government and private schools.

RAMNAGAR: Tehsildar Ramnagar, Susheel Kesar hoisted the Tricolour at a main function held in the premises of GHSS, Ramnagar and took salute at the march past presented by the NCC and schools students of various educational institutions.
GOOL: Tehsildar Agrarian Reforms, Majjd Choundhary hoisted the National flag at GHSS, Gool premises. Commanding Officer 58 RR was the guest of honour on the occasion. The contingent of Police and educational institutions presented impressive march past and the school children also presented colourful cultural programmes on the occasion.

BHADERWAH: Republic Day was celebrated today with great enthusiasm national flag was hoisted by Sub Division Magistrate Bhaderwah, SV Meena who too JAMMU, JANUARY 26- Republic Day was celebrated with gaiety, patriotic fervor and zeal at the border town of Pallanwala in Chamb Constituency nearly 70 kms from here today.
PALLANWALA: The main function was held at Government Higher Secondary School Pallanwala where Member Parliament Jammu-Poonch Constituency Madan Lal Sharma was the chief guest and hoisted the national flag and took salute at the impressive march past.
KUPWARA: The main function was held at District Police Lines Kupwara where Minister for PHE and Irrigation, Taj Mohi-ud-Din unfurled the National flag and took salute. The contingents of CRPF, IRP, JKAP, JKP, Forest Protection Force and School children participated in March past.
In his address, Minister stressed upon the importance of Republic Day adding that the Constitution of the country was framed to envisage equality to all its citizens.
Similar functions were held at Handwara and Karnah Tehsil also.
GANDERBAL: Minister for Rural Development and Panchayat Raj, Ali Mohammad Sagar unfurled the National Flag at Ganderbal and took salute. The contingents of CRPF, IRP, JKAP, JKP, Forest Protection Force and School children participated in March past.
Sagar congratulated people for maintaining peace during last summer adding that peace is the pre-requisite for development. He said during last year Government succeeded in holding Panchayat election after almost three decades and delegated democratic powers to these basic democratic Institutions.
BUDGAM: The Republic Day was also celebrated with enthusiasm and gaiety in Budgam district at Sports Stadium. The Minister for Agriculture Ghulam Hassan Mir unfurled the National flag and took salute at the March past.
PULWAMA: The Republic Day was celebrated in Pulwama district and main function was held at District Police Line, Minister for Social Welfare, Ms. Sakina Itoo unfurled the national flag and took salute.
BARAMULLA: At Baramulla, Republic Day was celebrated in District Police Lines, Baramulla, Minister for Education, Peerzada Mohammad Syed who was chief guest unfurled national flag and took salute at the March past.
Addressing the gathering, Peerzada said that vested interests are trying to vitiate the peaceful atmosphere in the State, which can be countered with the cooperation of people.
SHOPIAN: At Shopian, Minister for Sheep Husbandry and Science and Technology, Aga Syed Ruhalla Mehdi unfurled the National Flag and took salute at the March past.
BANDIPORA: At Bandipora Republic Day was celebrated with patriotic zeal at Boys Higher Secondary School Bandipora, Minister for Consumer Affairs and Public Distribution System and Transport, Qamar Ali Akhoon who was chief guest on the occasion hoisted the national flag and took salute at the March past.
Similar function was also held at Sumbal where Tehsildar Sumbal hoisted the national flag and took salute at the March past.
ANANTNAG: After hoisting tricolor at Degree College Anantnag, Minister of State for Hajj, Auqaf and Fishers (Independent Charge), Aijaz Ahmad Khan said that under the Constitution of India, every section of the society, irrespective of cast, creed and colour have been given equal rights.
KULGAM: Republic Day was celebrate with enthusiasm and gaiety in Kulgam district, Minister for Forests and Environment, Mian Altaf Ahmad unfurled the National Flag and took salute at March past.
Speaking on the occasion, Minister said that this day is celebrated for the freedom we have been granted to live a dignified life without any discrimination of caste, creed and colour by the Constitution.
SRINAGAR: Divisional Commissioner Kashmir, Dr. Asgar Hassan Samoon hosted at Home on the occasion of the 63rd Republic Day. The programme was attended by senior officers of the civil administration, police and prominent citizens. A cultural programme was organized by the Department of Information on the occasion.
LEH: Like other parts of the country, 63rd Republic Day celebrated at Leh with great enthusiasm and gaiety. Chief Executive Councilor, LAHDC, Leh Shri Rigzin Spalbar unfurled the National Tricolour and took salute at an impressive parade at Leh Polo-ground where nearly 10,000 people drawn from all walks of life attended the main function braving biting cold.
Complimenting the people on the eve of India's Republic day, Spalbar said that this is a day to take pledge by every citizen to contribute for the development, unity and prosperity of the country.
Meanwhile, Bhartiya Janata Party (BJP) organised a function in the premises of party headquarters, where BJP State President Shamsher Singh Manhas, alongwith National Executive Members Ashok Khajuria and Dr. Jitendra Singh and other senior leaders hoisted the tricolor.
Shamsher Singh Manhas, while speaking on the occasion said that while on this day the Indian Constitution came into force throughout the country except in the state of Jammu and Kashmir, which has been kept deprived of this benefit because of Article 370. He said that it is due to this special status granted to Jammu and Kashmir it has a separate flag, which BJP has always opposed. He pledged on behalf of entire BJP cadre to continue with its struggle for full integration of the state with rest of the country.
Earlier, Shamsher Singh Manhas, Ashok Khajuria and Rajesh Gupta also hoisted national flag at City Chowk.
Socialistic Democratic Party (SDP) celebrated the 63rd Republic Day at Gole Gujral Camp in Jammu. The Tricolour was unfurled by Party President Dr Darakhshan Andrabi. She greeted the people for exhibiting their love for the country and the tri-colour and said, "This day provides us an opportunity to resolve to fight and defeat those who challenge the state's permanent accession to India and challenge the Integral Status of Jammu and Kashmir in the democratic republic of India".
Meanwhile, Jammu Development Council, Jammu Province also celebrated the Republic Day with patriotic zeal. Krishen Lal Abrol, President of the Council, unfurled the National flag at Chowk Chabutra Jammu.
Jammu Kashmir Democratic Front (JKDF) Chairman Anil Gupta today hoisted National Flag in different wards of the Jammu West Assembly Constituency.
Meanwhile, ex-Deputy Mayor Dharamveer Singh Jamwal in Ward No. 32 under area Mohalla Gujral, Boys Middle School Camp Road, Jammu unfurled the National Flag to celebrate the Republic Day.

 

Measures on to check flight of capital from state: Rather

JAMMU, JAN 27: Minister for Finance and Ladakh Affairs, A.R. Rather has said that the State Government, in order to address the concerns of Trade and Industry, as also to safeguard the revenue interests of the State, will take all possible measures to check the flight of capital due to diversion of trade.
The Minister has assured the Trade and Industry that violation of guidelines by some States, in this regard, will be forcefully put before the Empowered Committee of State Finance Ministers in its forthcoming meeting.
"Diversion of trade from our State, due to variation in VAT rates on certain commodities vis-à-vis the rates in the neighboring States, will not be allowed, as it leads to loss of revenue to the State, besides hampering the interests of the trade and Industry", Rather said, adding, that violation of guidelines in this regard by the neighboring States shall emphatically be brought to the notice of the Empowered Committee of State Finance Ministers.
Rather was responding to the pleas of the members of the Trade and Industry during the course of pre-budget discussions which started at Jammu today.
Expressing Government's determination to harness the State's vast Hydel Power Potential, Rather said that the Cabinet Sub Committee (CSC) has already recommended taking back Uri and Salal Power Projects from NHPC, in the first phase, adding, the Centre would be impressed upon to concede this demand as early as possible. He said that burgeoning deficit in the power sector was the biggest challenge confronting the State saying that the power import bill has touched an all time high of Rs 3000 cr against the revenue of Rs 800-900 cr.
"How can a system be run under such conditions", Rather questioned and said that situations like this are the cause for the budget deficit.
Responding to the issue of unemployment raised during Pre- Budget discussions, Rather said that self-employment and entrepreneurship development has been given thrust, in the first of its kind employment policy, SKEWPY adding that the availability of money shall be no constraint in this regard.
After a series of meetings in the Kashmir Valley for the last three days, Rather today met Chamber of Commerce and Industry Jammu, Industrial Associations of IGC Samba, Gangyal, Bari Brhamana, and Kathua, Traders and Retailers Federation, Jammu and Hoteliers Association, Jammu
Economic Advisor to the government, Jalil Ahmad Khan, Principal/Secretary Finance, Iqbal Khandey, Commissioner Commercial Taxes, Gazzanfar Hussain, Excise Commissioner, Vineeta Gupta, Additional Commissioner Commercial Taxes, R.K. Koul, DC Commercial Taxes (HQ), Showkat Hussain and representatives of Trade and Industry, were present in the meeting.
The main issues and concerns raised by the members of trade and Industry included VAT exemption on packing material of walnuts, almonds and its kernels, bringing convas cloth tarpal, CFL (energy savers) in Zero% tax category, revision in the stamp duty, formulation of a Trade policy, continuation VAT remission to the Industry, VAT remission to Oil Industry, Tax holiday for tourism Industry, transfer of land leased out to the unit holders in different Industrial Estates under Roshni Act.
The president, Chamber of Commerce and Industry, Y.V.Sharma, President Industrial Association, Bari Brhamana Suri, President, Industrial Association, Gangyal, T.S. Reen, President Industrial Association, Kathua, Davinder Verma, President Industrial Association, Samba, Rishi, president, Traders and Retailers Federation, Jammu, Yashpaul Gupta and President Hoteliers Associations, Jammu Inderjeet Khajuria presented charters of demands highlighting various issues pertaining to the concerned fields.

 

Awareness against female foeticide must: First Lady

JAMMU, JAN 27: As part of the Republic Day celebrations, the Youth Services and Sports Department organised a Ladies Cultural Programme, at General Zorawar Singh Auditorium, here this afternoon.
Speaking on the occasion, First Lady Usha Vohra, who was the chief guest, lauded the organizers in presenting an attractive cultural programme. Complimenting the Youth Services and Sports Department for organizing the programme, she said that extra-curricular activities help in bringing out hidden talents among children and provide them confidence to meet future challenges successfully.
Referring to a skit "Save Girl Child" presented by Jain Taruni Mandal, Jammu, the First Lady emphasised the need for enlarging awareness against female foeticide to restore gender balance. She said that stringent punitive action needs to be taken against those medicos who conduct sonography tests for sex determination. She said that girls are as important as the boys and they must be looked after very well, educated and given their due place in the society. She added that one of the possible reasons for female foeticide is the evil practice of dowry which needs to be discouraged and eliminated.
The First Lady gave away prizes to various educational institutions, NGOs and other organizations for presenting a scintillating cultural programme comprising Dogri, Kashmiri, Ladakhi, Punjabi and Gojri folk songs and dances besides skits.
Director, Youth Services and Sports Department J. P. Singh honoured Vohra by presenting her a memento.
Earlier, Vohra lit the ceremonial lamp to mark the commencement of the cultural bonanza.
